பென்ஷன் பற்றிய சிந்தனைகள்

நண்பர் நெப்போலியன் எனது சிவப்பு நாடா பற்றிய பதிவில் திடீரென பென்ஷன் திட்டத்தை அடியோடு நிராகரித்து கீழ்க்கண்ட பின்னூட்டம் இட்டுள்ளார்.

அப்பதிவு பென்ஷனைப் பற்றி இல்லை ஆகவே இப்பின்னூட்டத்திற்கு எதிர்வினை இப்பதிவில் தருகிறேன்.

முதலில் ஒன்று புரிந்து கொள்ள வேண்டும். பென்ஷன் என்பது இந்தியாவிற்கு மட்டும் உரித்தானது இல்லை. உலகில் எல்லா நாடுகளிலும் அது வெவேறு ரூபங்களில் உள்ளது. பென்ஷன் என்பது அரசுக்கும் அதன் ஊழியர்களுக்கும் இடையில் உள்ள ஒப்பந்தம். வேலையில் சேரும்போதே அந்த ஒப்பந்தம் உருவாக்கப்படுகிறது.

நான் மத்தியப் பொதுப்பணித் துறையிலிருந்து ஓய்வு பெற்றதற்கு பென்ஷன், ஆனால் ஐ.டி.பி.எல். லிருந்து விருப்ப ஓய்வு பெற்ற போது கையில் கணிசமான தொகை கொடுத்தார்கள். இதில் என்ன பிரச்சினை? பென்ஷன் கொடுப்பது சரியா தவறா என்று இவ்வளவு ஆண்டுகள் கழித்து பார்ப்பது காரியத்துக்காகுமா?

குஷ்வந்த் சிங்கும் நெப்போலியன் போலவே ஒரு சமயம் கருத்து கூறியுள்ளார். பென்ஷன் என்பது காசு விரயம் என்பதே அவரது பாயிண்ட். தான் இவ்வளவு வயதுக்கப்புறமும் நன்றாக சம்பாதிப்பதைப் போல பென்ஷன் வாங்குபவர்களும் செய்ய வேண்டியதுதானே என அவர் கூறியுள்ளார். (இதெல்லாம் நான் எழுபதுகளில் படித்தது, ஆகவே சுட்டி தர இயலாது). அப்படி பார்த்தால் எனது சம்பாத்தியத்துக்கும் குறை ஒன்றும் இல்லை. அது பாட்டுக்கு அது, பென்ஷன் பாட்டுக்கு அது என்று இருக்கிறேன். அதாவது பென்ஷனிலேயே வாழ்க்கையை நடத்த நினைப்பது முட்டாள்தனம்.

இப்பதிவை வேண்டுமென்றே இந்த நிலையில் முடிக்கிறேன், மற்றவர்களும் கருத்தை கூற வேண்டும் என்பதற்காக.

I don't know what exactly Mr.Napolean is referring here.
There are two pensions one is Old Age Pension and the other is EPF.
Pension schemes come under social-security policy of the govt.

There is pension scheme for Old destitute people who have no other income. But the pension paid is very less, I think it is about few hundred rupees. I also think that this scheme doesn't cause huge outflow or burden to the govt. This scheme is intended to do good, I hope is does so. It would be great if is very transparent and helps all those old age people who need money.

The other Pesion scheme is the EPF - Employee Provident Fund. In this EPF scheme the govt. promises the employees decent rate of return about 9%. This applies only to employees in the Govt. and to most Private companies.

The govt in the past were able to fulfill its obilgation without large cuts because there was lot of new employees paying into the funds and very few were retiring. When the scheme was started, It was a ticking time bomb. When balance shifts to a position where there are more retirees and few employees (as it is now?) it becomes difficult for the govt to fulfill its obligations.

But the problem is that the govt is not properly investing the pension funds. There is shortfall of 20,000 crores in the EPF scheme. Somehow this will be funded by the poor tax-payer that include day-labourers and rickshaw-pullers.

Although the govt. should fulfill its obligation to the employees, it should not be at the cost of the poor tax-payer and that in a poor country like india, it is very foolish. And Only 10% of the labour is in Organised Sector, the rest obviosly are not in the pension scheme. The left parties puts pressure on the govt to increase the rate of return in the EPF scheme, that hurts the labour in the un-organised sector. In effect left parties work against the labour in unorganised sector.

But we can have Higher returns and still manage not to hurt the tax-payer. The only way is to invest smartly and use the power of equity markets to our benefit.

When foreign pension funds invest in Indian Stock market, why can't Indian pension funds be invested in the stock market. When LIC can invest in the stock market why can't EPF funds be invested in equities.

But alas the left parties are allergic to any reforms and try to stop benefits that will reach the common man, they fear of losing relevance.

Do they have a vested interest in keeping us poor and shackled? I bet they do. How can they ask for vote when there are no use for the leftist policies??

But there is a better example to follow for the leftists, China changed itself from socialism to capitalism. It happend in 1978 and that's 29 yrs ago. Why are we doing the same things for the past 60years????
I blame Nehru & family for the mess we are in.

அதனால்தான் ஒவ்வொருவர் வேலை பண்ரபோது, ஊதியத்தில் ஒரு பங்கு அவர்கள் பென்ஷனுக்காக ஒதுக்கப் படுகிறது. பல கம்பனிகள் நீங்கள் பென்ஷனுக்கு எவ்வளவு ஒதுக்குகிறீர்கவோ, அதே அளவு அவர்களும் தருகிறார்கள். அதைத்தவிற, எல்லோரும், தனியார் பென்ஷன் பண்டுகளில் ஒதுக்கினால் , அதற்க்கு Tax break அதாவது வருமான வரி சலுகைகள் உண்டு. நீங்கள் பென்ஷன் கம்பெனிக்கு £1000 கொடுத்தால், அது £1300 ஆக ஈடாகிறது. பென்ஷன் கம்பெனிகள், அந்த பணத்தை பல இன்வெஸ்டுமென்டுகளில் வைத்து, நீங்கள் ரிடையர் ஆகும் போது ஒரு மொத்த தொகையாக திருப்பி கொடுப்பார்கள். ஆனால் அந்த மொத்த தொகையை நீங்கள் எடுத்து உடனே செலவு செய்ய முடியாது. அந்த தொகையை Annuity Provider இடம் கொடுத்து, சாகும் வரை மாதாமாதம் வருவாய் வரும். அதனால் இங்கிலாந்தில் அரசாங்க பென்ஷனில் மேல், இந்த ஆன்யுவிடி தொகையும் கிடக்கும்,

இப்பொழுது, நீங்கள் தனியார் கம்பெனி முதலீட்டை (company equities) பார்த்தீங்கனா, அதில் நல்ல பங்கு பல தனியார் பென்ஷன் பண்டுகளின் பாகாமாகும். ஒரு கணக்கின் படி அமெரிக்கவின் பங்கு சந்தை கம்பெனி முதலில் 25%, பென்ஷன் பண்டுகளின் சொந்தமாகும்.

ஏழை நாட்டில் அரசு ஊழியர்களுக்கு பென்ஷன் கொடுப்பது சரியாக படவில்லை.தனியார் கம்பனிகள் பென்ஷன் கொடுப்பது பற்றி எனக்கு ஒன்றும் ஆட்சேபனை இல்லை. அரசு ஊழியர்களுக்கு இருக்கும் சலுகைகள் மிக அதிகம் என்பது எனது கருத்து.

ஏற்கனவே இருப்பவருக்கு பென்ஷனை நிறுத்தாமல் இனி புதிதாக அரசு பணியில் சேர்வோருக்கு பென்ஷன் தருவதை அரசு நிறுத்த வேண்டும்.

இதில் ஏழை நாடு என்ன பணக்கார நாடு என்ன? நான் ஏற்கனவே கூறியது போல பென்ஷன் என்பது ஒப்பந்தத்தில் ஒரு பகுதி. சில வேலைகளுக்கு அது உண்டு சிலவற்றுக்கு இல்லை, எல்லாம் மற்ற விஷயங்களைப் பொருத்துத்தான்.

பென்ஷன் இருக்கும் இடங்களின் வேலையளிப்பவர் தரப்பிலிருந்து வைப்பு நிதிக்கு பணம் வராது. அது இல்லாத இடங்களில் அது உண்டு.

சிந்து பைரவி படத்தில் சிவகுமாரின் தாத்தாவிடம் ஜனகராஜ் வயதானவர்களுக்கு பென்ஷன் நிறுத்தப்படும் என டூப் விடும் சீன் ஞாபகத்துக்கு வருகிறது. சிவகுமார் தாத்தாவிடம் அது வெறும் டூப்புதான் என விளக்க, போகிற போக்கில் பெரிசு ஜனகராஜின் குமட்டில் குத்திவிட்டு செல்லும்.

பென்ஷன் என்பது நடைமுறைக்கு ஒவ்வாதது என்று எல்லா நாடுகளிலும் இப்போது ஐயம் திரிபற அனைவரும் புரிந்துள்ளனர். அமெரிக்காவில் பென்ஷன் கொடுக்கும் நிறுவனங்களே கிடையாது என்று சொல்லும் அளவுக்கு உள்ளது. பணிபுரியும் போதே தம் ஓய்வு கால பணத்தேவையை எப்படி சமாளிக்கப் போகிறோம் என்று ஒவ்வொருவரும் யோசிக்க வேண்டும். PF, அது இதுன்னு என்னெனவோ இருக்கல்லவா..

among muli-varoius head of wasteful expenditures of govts (like free colour TV, 'culutre' minstry, etc, etc), pension burden as per the contract is neither a great expense nor immoral. We don't mind the good salaries for govt employees. Only we expect them to be honest, efficiennt and polite to the public..

The lower ranks get higher than market salaries (clerks, etc) while the excecutive cadres get a pittance when compared to private sector. For e.g
the President of India'a gross monthly sal is only Rs.50,000 (and income tax takes a good chunk out of it). inflation has eroded the purchasing power of the rupee over the decades and hence salaries of higher cadres are deemed not in proportion to the power and responsiblity they weild. hence large scale corruption.

விலைவாசி ஏன் உயர்கிறது ?

நமது ரூபாயின் வாங்கும் திறன், 1947 இருந்ததை விட இப்போது சுமார் 160 மடங்கு குறைந்துள்ளது. அதாவது 1947 இன் ஒரு ரூபாய் இன்று 160 ருபாய்க்கு சமம். இதற்கு முக்கிய காரணம், அரசு நோட்டடித்து செலவு செய்ய்வதே ஆகும்.

சாதரணமாக பொருட்க்களுக்கான தேவை அதிகரிக்கும் போது அல்லது உற்பத்தி குறையும் போது, விலை ஏறுகிறது. மாற்றாக, புழக்கத்தில் இருக்கும் பணத்தின் அளவு மிக அதிகமானால் பணவீக்கம் ஏற்படுகிறது ; அதாவது அரசாங்கம் ரூபாய் நோட்டுகளை அச்சடித்து செலவு செய்யும் போதும் விலைவாசி ஏறும்.

மத்திய பட்ஜட்டில் பல விதமான செலவுகளால், இப்போது ஆண்டுக்கு சுமார் 1.6 ல்ட்சம் கோடி துண்டு விழுகிறது. இதில், அரசாங்கம் ஒரு 70 ஆயிரம் கோடி கடன் வாங்குகிறது. மிச்ச்திற்க்கு (சுமார் 90,000 கோடி ரூபாய்) நோட்டடித்து செல்வு செய்கிறது. பணவீக்க்ம் உருவாகி விலைவாசி ஏறுகிறது. மிக அதிகமான ரூபாய் நோட்டுகள் மிக குறைவன எண்ணிக்கையில் உள்ள பொருட்க்களை துரத்தும் போது பொருட்க்களின் விலை ஏறுகிறது. புதிதாக உற்ப்பத்தி செய்ய முடியாத பண்டங்களான நிலம், ரியல் எஸ்டேட் போன்றவை மிக அதிகமாக விலை ஏறுகிறது.

வட்டி விகிதம், விலைவாசி உயர்வின் விகிததை ஒட்டியே மாறும். வட்டி என்பது, பணத்தின் வாடகையே. பணத்தின் மதிப்பு குறைய குறைய, வட்டி விகிதம் அதற்கேற்றாற் போல் உயரும். கந்து வட்டி விகிதம் பல மடங்கு அதிகரிக்க இதுவே காரணம்.

1930களில் காந்தியடிகள் கதர் இயக்கத்திற்காக வங்கியிலிருந்து 5 சதவித வட்டிக்கு கடன் வாங்க முடிந்தது. அன்றய பணவீக்கமும், விலைவாசி உயர்வும் அப்படி இருந்தன. பற்றாகுறை பட்ஜெட்களின் விலைவாக 1950 முதல் 1990கல் வரை பணவீக்கமும். விலைவாசியும், வட்டிவிகிதமும் தொடர்ந்து ஏறின.

ஊதியம் போதாதால், தொழிளாலர்கள் மற்றும் ஏழைகள் மிகவும் பாதிப்படைகிறார்கள். ஏழைகள், தங்கள் குழந்தைகளை தொழிலாளர்களாக அனுப்புகின்றனர். அதிக வட்டி விகிததில், கந்து வட்டிக்கு கடன் வாங்க வேண்டிய நிலை. கூலி / சம்பள் உய்ரவு கேட்டு போராட வேண்டிய நிலை. அதனால் உற்பத்தி செலவு அதிகரித்து, விலைவாசி மேலும் உயர்கிறது. சம்பளம் போதாமல் அரசாங்க ஊழியர்கள் லஞ்சம் வாங்க முற்படுகின்றனர்.

ஜெர்மனி போன்ற நாடுகள் பணவீக்கதை மிகவும் கட்டுபடுத்தி விலைவாசியை ஒரே அளவில் வைத்துள்ள்ன. அதனால் அங்கு சுபிட்சம் பொங்குகிறது. இங்கோ வறுமை வாட்டுகிறது. எவ்வளவு சம்பாதித்தாலும் போதவில்ல்லை.

அரசின் வெட்டி செலவுகளுக்காக, பொது மக்கள் விலைவாசி உயர்வு என்ற மறைமுக வரியை சுமக்க வேண்டியுள்ளது. ஆனால் அடிப்படை பொருளாதார அறிவு இல்லாத இடதுசாரிகளோ தொழில் அதிபர்களையும், முதலாளிகளையும் காரணமாக சொல்கின்றனர்.

லார்டு கீய்யினஸ் சொன்னது : "..ஒரு நாட்டின் ஒழுக்கதையும், உயர்ந்த குணத்தைய்யும் அழிப்பதற்க்கு சிறந்த வழி என்ன்வென்றால், அந்நாட்டின் நாணய மதிப்பை வெகுவாக சீரழிப்பது மூலம்...." ; நாம் அதற்கு நல்ல எடுத்துக்காட்டு. இதை என்று உணர்வோம் ?

தொழிலாளர் நலச் சட்டங்களும் வேலை வாய்ப்பும்

நமது நாட்டில் அமைப்பு சாரா தொழிலாளர்கள் சுமார் 90 சதவீதம் உள்ளனர். அமைப்பு சார்ந்தவர்கள் 10% மட்டுமே. 100 பேர்களுக்கு மேல் வேலை செய்யும் நிறுவனங்களுக்கு பேக்டரி ஆக்ட் சட்டம் செல்லும். குறைந்த பட்ச சம்பளம், ESI, PF மற்றும் விடுப்புகள். இதை விட முக்கியமாக ஒரு தொழிலாளியை வேலையை விட்டு நீக்க மிகக் கடினமான நடைமுறைகள் உள்ளன. சோம்பேறியானாலும், நேர்மையற்றவனானாலும், தகுதியற்றவனாய் ஆனாலும் அத்தொழிலாளியை வேலையை விட்டு அனுப்புவது மிகக் கடினம். அப்படியே சட்டப்படி நடவடிக்கை எடுத்தாலும், தொழிற்சங்கங்கள் கடும் எதிர்ப்பு தெரிவிக்கும்.

இதன் மொத்த விளைவாக, தொழிற்சாலைகள் புதியவர்களை எடுக்கத் தயங்குவார்கள். ஒப்பந்த முறைப்படி (contract labour) எடுப்படு பரவலாக உள்ளது. ரூ 3500க்கு 8 மணி நேரம் வேலை செய்ய பல்லாயிரம் பேர் தயாராக இருந்தாலும், சட்டத்திற்குப் பயந்து தொழிற்சங்கங்களுக்குப் பயந்து 10 பேர் செய்யும் வேலைக்கு பதில் தானியங்கி இயந்திரங்களைப் பயன்படுத்தும் அவலம் உண்டானது.

அமைப்பு சாரா தொழிலாளர்களுக்கு கடுமையான துன்பங்கள் போதிய வேலை வாய்ப்பின்மை, நிரந்தர வேலை கிடைப்பதில்லை. அமைப்பு சார்ந்த தொழிலாளர்களின், சங்கங்களின் குறுகிய நோக்கத்தால், சுய நலத்தால் அமைப்பு சாராத தொழிலாளர்களுக்கு மேலும் வேலை வாய்ப்பு பெருகாத நிலை உள்ளது.

நாங்கள் ஒரு சிறு தொழிற்சாலை நடத்துகிறோம். அருகாமையில் உள்ள ஒரு பெரிய தொழிற்சாலைக்கு ஜாப் வொர்க் செய்து தருகிறோம். அவர்களிடம் இருப்பது போல நவீன இயந்திரங்கள் எங்களிடம் இல்லை. இருந்தாலும் எங்கள் உற்பத்தித் திறன் (productivity) அவர்களை விட மிக அதிகம். செலவும் குறைவு. எனவே அவர்கள் மேலும் ஆள் எடுத்து உற்பத்தியைப் பெருக்காமல் எங்களைப் போன்ற ஜாப் வொர்க்கர்ஸுக்குக் கொடுக்கின்றனர். அந்தத் தொழிற்சாலையின் அமைப்பு சார்ந்த தொழிலாளர்கள் முறையாக, நேர்மையாக வேலை செய்வதில்லை. யாரையும் வேலையே விட்டு நீக்க முடியாததால் தங்கள் இஷ்டம் போல் வேலை செய்கின்றனர். மேலதிகாரிகளிடம் பயமோ, கீழ்ப்படிதலோ இல்லை. இவர்களின் பொறுப்பற்ற தன்மையினாலும் ஒழுக்கமின்மையினாலும் புதிய வேலை வாய்ப்புகள் உருவாகவில்லை. அல்லது அவை எங்களைப் போன்ற சிறு தொழிற்சாலைகளுக்கு ஏற்றமதி செய்யப்படுகின்றன. (எங்களிடம் சம்பளம், அவர்களை விட குறைவு. ஏனென்றால் அதுதான் கட்டுப்படியாகும்)

இடது சாரிகளும் இச்சட்டங்களை மாற்ற எதிர்க்கின்றனர். யதார்த்த உண்மைகளைப் புரிந்து கொள்ள மறுக்கின்றனர். அரசாங்க ஊழியர்கள் பண்பு இதை விட மோசமானது. ஒவ்வொரு நாளும் நான்கில் ஒரு பங்கு அரசாங்க ஆசிரியர்கள் (கிராமப் பள்ளிகளில்) பள்ளிக்கு வருவதில்லை. தட்டிக் கேட்க யாருமில்லை. வேலை போகும் பயமில்லை. தனியார் பள்ளிகளில் இந்நிலை இல்லை. பல்லாயிரம் கோடி ரூபாய்கள் அரசாங்கம் செலவு செய்தும் மாணவர்களுக்கு பயன் இல்லை. ஏன் இந்த நிலை? யோசியுங்கள்.

ஓய்வூதியம் தேவைதான். ஆனா, அத இப்படி அரசாங்கத்தின் கையிலிருந்து டைரக்டா கொடுப்பதர்க்கு பதில்,வேறு நல்ல திட்டங்கள் மூலமா கொடுக்கலாம்.

இங்க அமெரிக்கால, சோஷியல் செக்யூரிட்டி ஒண்ணு இருக்கும். அதுலயும் பல ஓட்ட இருக்கு.
ஊழியர்களிடம், கட்டாய பிடித்தம் செய்து, அரசும் ஒரு % அதுல சேத்து கொடுக்கலாம் என்பது அடியேனின் கரூத்து.

How do you think Government can add a % of money to your pension? It will obviously be from the tax-payer, which is wasteful expenditure for the poor people and the rest of us.

As said earlier Old Age Pension scheme is not a problem to the Govt.

The problem lies in EPF scheme. Currently there is shortfall of 20,000 crore. And here too there is equal contrubution from employee and employer( both private and govt.)

It would be prudent to the invest the pension funds intelligently. If good returns are to be promised and in order avoid arbitary allocations from the tax-payers money, that pension funds should be invested in the equity market.

I am not advocating that tax-payers money should be wasted.

It should be a mutually beneficiable savings scheme.

Force the govt.employer to part a % of his salary in savings into a govt. bond, and match it with a %, like how its done in most foreign countries.

மனதிருந்தால் மார்கமுண்டு. உப்புசப்பில்லாம பல திட்டங்கள் இருப்பதாலும், அறிவுபூர்வமா கவனிக்காததாலும்தான் பல இடர்கள்.

பசங்க வளந்து பெற்றோரை கவனிக்காத, மிடில் கிளாஸ் ஆளுங்களுக்கு, கடைசி காலத்துல கிடைக்கும் ஓய்வூதியம் கிடைக்கலன்னா நாய் படாத பாடுதான்.

It is a good debate, but nobody has a clear idea of the Pension schemes.
As everybody agrees Old age pension/Freedom fighter pension/Widow pension etc are purely welfare schemes and they are drain on exchequer for a better cause than free colour TV :)

Regarding Govt.Pension, they are deferred wages for the work put in by the employee. Instead of giving him the entire salary, a portion was held back and was agreed to be given as pension during retirement. This is for loyalty and reduce attrition. One is eligible for pension only if he puts in 20 years of service. If pension is withdrawn, it is like cheating of its employees by the Sovereign.

The burden on Govt. towards pension has increased due to:
1. Fourth Pay commision giving full dearness relief to all strata of employees. Before that for higher pay packets, less DA increment was given.
2.Life expectancy has increased
3.Financial mismanagement of Govt in not providing for "Deferred wages" in its books.

Considering all this, 1996, they brought new pension scheme in which employee and Govt (Employer) will contribute to a Pension Fund which will invest in market and provide better pension. The new employees after 1996 are contributing to this fund but no Pension body like EPF is created due to opposition of Left trade unions. All state govts are holding on to this fund blinking what to do. The money earns low simple interest and is not available for state govts also.

EPF is another retiral benefit. In private sector, instead of Pension, their deferred wage is contributed to Employee Provident Fund Commissioner to which employee also contributes. This fund is maintained as per EPF act ( A similar act is required for Pension Fund which is thwarted by Left) and depending on the return on their investments, the EPF interest is determined by Min. of Labour and the EPF board. Hereagain they are not allowed to invest in market funds and the interest rates that can be declared are very low. But due to trade union pressure they are artificially kept high by giving Govt. subsidy etc.

ஜோக்கை விடுங்க. அரசாங்கம் unlimited amount எதுக்கும் செலவிட முடியாது. அரசாங்கத்தின் முதல் தலையாய வேலை எல்லா குடிமகஙளும் உயிரோட இருக்கும்படி பார்த்துக் கொள்வது. இப்பொழுது இந்தியாவில், மேலை நாடுகள் போல, குடும்பங்கள் சிதைகிறன. இதுவரை, மகன், மகள்கள் வயதான பெற்றோர்களை பார்த்துக் கொண்டு வந்தார்கள். சமூகம் போகிற போக்கை பார்த்தால், எதிர்காலத்தில் அப்படி நடக்காதுபோல தோன்றது. அந்த சூழ்நிலையில் வயதானவர்களுக்கு மாதாமாத வருமானம் வராப்போல ஒரு திட்டம் வேண்டும். அதுதான் பென்ஷன்.அது எவ்வளவு இருக்கணம், எப்படி அதற்க்கான பணத்தை உண்டுபண்ணலாம், எப்படி தனிமனிதற்களை வயதான காலத்திற்க்கு சேமிப்பதற்க்கு ஊக்குவிக்கலாம் என்பதற்க்கு அரசங்கம் ஒரு கொள்கையை ஏற்ப்படுத்தவேண்டும்.

மக்களின் நலனை கவனிக்கைவில்லை என்றால், அரசாங்கம் எதற்க்காக உள்ளது?

பென்ஷன் என்பது இந்தியத் தொழிலாளர்களுக்கு, ஊழியர்களுக்கு மிக அவசியமான ஒன்று. 30 அல்லது 35 ஆண்டுகளுக்கு பியூனாகவே வேலை பார்த்து ஓய்வு பெற்ற ஒரு ஊழியர் எவ்வளவு சம்பாதித்திருப்பார் சொல்லுங்கள்?

மாசச் சம்பளமே 4500தான். இதில் அவர் தனது குடும்பத்தைப் பராமரித்து, பிள்ளைகளைப் படிக்க வைத்து, அவர்களுக்குத் திருமணம் செய்வித்து தனது கடமையைச் செவ்வனே செய்ய வேண்டும். அப்படிச் செய்யாவிடில் அவர் பொறுப்பற்ற தந்தை. செய்தால் பொறுப்பான தந்தை. சரி இந்த 4500 ரூபாயில் அவரால் மாதந்தோறும் எவ்வளவு சேமிக்க முடியும்? ஒரு 100 அல்லது 200 அவ்வளவுதான் இன்றைக்கு இருக்கின்ற விலைவாசியில் முடியும்.

சரி.. அவரால் வேறு எந்த வகையில் சம்பாதிக்க முடியும்? லஞ்சம் வாங்கலாம். அல்லது ஊழல் செய்யலாம். சரி இந்த இரண்டையுமே அவர் செய்யவில்லை. அப்படியானால் இவர் நேர்மையானவர்தான்.. இவரால் முடிந்தது விடுமுறை தினங்களில் தன் குடும்பத்தினருடன் இருந்து தன் பிள்ளைகளுக்கு பாடம் சொல்லிக் கொடுத்து வளர்த்ததுதான்.

இவருடைய பிள்ளைகள் ப்ளஸ்டூ வகுப்பில் நல்ல மார்க் எடுக்கிறார்கள் என்று வைத்துக் கொள்வோம்.. பீஸ் கட்ட பணம் எங்கிருந்து வரும்? இந்த 4500 ரூபாய் சம்பளத்தில் இருந்து சேமித்து வைத்திருந்தால் பயன்படுத்துவார். இல்லையெனில் யாரிடமாவது கடன்தான் வாங்க முடியும். கடன்காரன் எதை நம்பி கடன் தருவான்? இவர் அரசு ஊழியர்.. எங்கேயும் ஓடிவிட மாட்டார் என்ற எண்ணத்தில்.

கடன் வாங்கியாச்சு.. பையன் படிச்சாச்சு.. இப்போ பையன் அந்தக் கடனை நானே கட்டுவேன் என்று முன் வந்து பாசத்துடன் ஒத்துக் கொள்வானா? அல்லது வேறு வழியில் போவானா? யாருக்குத் தெரியும்.. அப்படியானால் இவ்வளவு நாட்கள் வளர்த்து ஆளாக்கி படிக்க வைத்த இந்தத் தந்தை என்ன ஆவார்?

ஓய்வில் வீட்டில் ருக்கும்போது அதையெல்லாம் யோசிக்கத்தான் முடியும். பெண்ணின் திருமணத்திற்கு கடன் வாங்கிவிட்டு அதைத் தனது பென்ஷன் பணத்தில் அடைத்துக் கொண்டிருக்கும் தந்தைமார்களை நான் பார்த்திருக்கிறேன்.

இந்த சிறிய உதவிகூட இல்லாமல் போனால் அதிகம் பாதிக்கப்படப்போவது அடிமட்ட வேலை பார்த்த அரசு ஊழியர்கள்தான். அவர்களுக்கு முதிய வயதில் கிடைக்கின்ற ஒரே மரியாதை இந்த பென்ஷன்தான்.. கண்டிப்பாக பென்ஷன் நம் நாட்டின் குடும்பமே முக்கியம் என்ற சமூக அமைப்புக்கு மிக மிக இன்றியமையாதது..

The discussion going here is not healthyone. the qestion is whether pension is required or not . but don't mess the same with curruption . curruption is different issue , it has not been handled properly. culprits have not been punished. the arguments here states since govt. servants are currupted , they don't need pension. ok.. then if pension has not been given , should they be allowed to become more currupted.
pension is minimum respect and right for an employee from their employers. as u compare with private and public sector , the govt. salary is nothing. the biggest advantage of govt. service is security and pension. if both are not there no one will come for govt. jobs.

Sir,
Poor Government employees. For any number of people who dont work in the office hours, there were equal numbers of employees who did their jobs well and honestly, and retire at 55 years, 58 years or at 60. What was their expectations at that time? Pension at old age so that they are not a burden on their children. And where was the option for any other savings before the economic reforms? A large percentage of the the old age pensioners of today do not have any idea of stock markets or other investment options.

We have a habit of comparing our country with USA for any arguement. Yes, they dont have pension, but state looks
after the old. The old retire when they want to, not at 60! There are old people still working in middle level posts in many organisations.

The youth today have a large employment opportunites and smart plans for investments. They can do what they want with their surplus funds.

But let us not punish the exisiting old population with a sweeping change. They are already caught between changing family norms and shrinking interest rates! Please let them live their twilight years in peace.

Yes, Pension is required. Pension should be provided to all those who worked in private sector and paid their income tax properly. People contribute for the Nation's income when they are in their prime age. It is Government's responsibility to look after the people especially when they are old and infirm. Infact pension should be extended to people who have contributed to the income of the Government through their income tax while they were earning. India has one of the highest income tax structure anywhere in the world. What do the salaried class of income tax payers get in return ? Nothing. Social Security schemes in developed countries work on this model. Anyway, pension schemes allow old people to live honourably in a country like India where there are no health insurance schemes or social security scheme sponsored by Goevernment

Three pension funds from The Netherlands, Denmark and Norway have invested $1.2 billion.

Indian pension fund managers may not yet have the regulatory approval to dabble extensively in stocks, but the unabated rise in domestic stock prices has certainly brought smiles to pensioners in The Netherlands, Norway and Denmark. State-run pension funds of these European nations have reaped significant benefits from their investments in Indian stocks and have significant sums invested here.

Together, pension funds such as The Netherlands’ ABP (Algemeen Burgerlijk Pensioenfonds), Norway’s The Government Pension Fund – Global (Statens pensjonsfond – Utland) and Denmark’s Lonmodtagernes Dyrtidsfond (LD Pensions) have invested over $1.2 billion (nearly Rs 5,000 crore) in India.

“We have been investing in Asian emerging markets since the mid-nineties. This has been done mainly through external managers,” Mr Thijs Steger, ABP spokesperson, told Business Line. Mr Steger said ABP’s exposure to Indian equities is around €700 million (Rs 4,000 crore). He added that ABP, which caters to 735,000 pensioners, has an exposure of five per cent in its portfolio to equity investments in the global emerging markets. Its total assets under management stood at $305 billion at the end of the first half of this year and delivered a return of 9.5 per cent in 2006.

Another similar-sized player with over $200 million (Rs 850 crore) invested in India, the Norwegian fund has investment in 58 Indian stocks including 17 Sensex stocks such as Bharti, SBI, Infosys and Reliance Industries. The fund, earlier known as The Petroleum Fund, was started in 1990 for management of the country’s petroleum revenues.

The fund is run by Norges Bank Investment Management, an arm of Norway’s central bank. “The Ministry of Finance is responsible for the management of the Fund. When it comes to investment strategy, this includes setting the benchmark and risk limits for Norges Bank’s management of the Fund,” said Mr Thomas Ekeli, the Oslo-based Investment Director of the Asset Management Department, Norwegian Ministry of Finance. Since 2007, the fund’s strategic equity allocation has increased to 60 per cent and its equity portfolio gave a return of 17 per cent in 2006. Mr Ekeli said the fund’s strategic asset allocation was based on the premise that capital markets are fairly efficient, and that the fund tended to adopt a very long investment horizon. He added that Norges Bank is given the freedom to take investment risk to beat relevant benchmarks. Overall, of its total assets of $300 billion, the fund has equity investments across 20 sectors, according to the data provided by the official. Norges Bank’s Foreign Exchange Reserves and Norway Government Petroleum Fund are registered as Foreign Institutional Investors with SEBI.
