சிகப்பு நாடா பிரச்சினை

இப்போதிருப்பது போல முன்பெல்லாம் ஓய்வூதியம் தொகை வங்கிக்கணக்கில் நேரடியாகச் சேர்க்கப்படவில்லை. பென்ஷன் வாங்கும் தினத்தன்று அரசு கருவூலங்களில் ஓய்வு பெற்றவர்களால் சூழப்பட்டிருக்கும். அவர்கள் ஒவ்வொருவரிடமும் அவர் உயிருடன் இருப்பதற்கான சான்றிதழ் இருக்க வேண்டும். அப்போதுதான் போனால் போகிறதென்று சில மணிநேரத் தாமதங்களில் பென்ஷன் தொகையை கடனே என்று பட்டுவாடா செய்வார்கள். இது சம்பந்தமாக உண்மையாக நடந்த ஒரு விஷயம் இதோ.

பிரணதார்த்தி ஹரன் (கற்பனை பெயர்) ஜனவரி மற்றும் பிப்ரவரி மாதங்கள் தன் மகள் இருக்கும் இன்னொரு ஊருக்கு சென்றிருந்ததால் அவ்விரு மாதங்களும் ஓய்வூதியம் வாங்க வரவில்லை. மார்ச் மாதம்தான் வந்தார். மூன்று மாதங்களுக்கும் சேர்த்து பணம் பெறும் விண்ணப்பத்துடன் தான் உயிருடன் இருக்கும் சான்றிதழையும் எடுத்து வந்திருந்தார். ஆனாலும் பென்ஷன் மறுக்கப்பட்டது. காரணம்? அவர் மார்ச் மாதத்துக்கு மட்டும் உயிருடன் இருக்கும் சான்றிதழை எடுத்து வந்திருந்தார். அதற்கு முந்தைய மாதங்களான பிப்ரவரி மற்றும் ஜனவரி மாதங்களுக்கு எடுத்து வரவில்லையாம்! இது எப்படி இருக்கு?

சமீபத்தில் 1971-ல் நான் மத்தியப் பொதுப்பணித் துறையில் வேலைக்கு சேர்ந்த புதிதில் எனக்கு உறவினரல்லாத இருவரிடமிருந்து ரெஃபரன்ஸ் வாங்கி வர வேண்டும். அதுவும் அவர்கள் என்னுடன் 3 ஆண்டுகளாவது பரிச்சயமாக இருக்க வேண்டும். நான் வேலையில் சேர்ந்து பத்து நாட்களுக்கு பிறகு அவ்வாறு இரு சான்றிதழ்கள் வாங்கி வந்தேன். அதில் ஒருவர் 3 ஆண்டுகள் என குறித்து வைத்திருந்தார். இது ஏற்கத்தக்கதல்ல என்று சம்பந்தப்பட் க்ளார்க் அபிப்பிராயப்பட்டார். அதாவது நான் சான்றிதழ் வாங்கிய தேதியில்தான் மூன்று ஆண்டுகள் ஆகிறது என்றும், நான் வேலையில் சேர்ந்த அன்று அக்காலக்கட்டம் 3 ஆண்டிலிருந்து பத்து நாட்கள் குறைகின்றன என்றும் விளம்பினார். விஷயம் S.E. இடம் சென்றது. நான் இப்பதிவில் குறிப்பிட்ட அதே எஸ்.இ. தான். க்ளார்க்கை பார்த்து அவர் கூறியது "உளறாதே" என்பதுதான். நல்ல வேளை.

ஆனால் ஒன்று. மற்ற பல நாடுகளைப் பார்த்தால் நம்மூர்க்காரர்களுக்கு கோவில்தான் கட்டி கும்பிட வேண்டும். பிரேசிலில் எல்லாவற்றும் படிவங்கள் உண்டு எனப் படித்துள்ளேன். அதில் ஒரு வன் இறந்ததாகத் தகவல் பதிவாகி விட தான் உயிருடன் இருப்பதை நிரூபிப்பதிலேயே கிட்டத்தட்ட உயிர் போயிற்றாம்.

இன்னொரு உதாரணம் ஆஸ்திரியா-ஹங்கேரி பேரரசு. அது பல நூறாண்டுகள் பழமை வாய்ந்தது. அங்கு இருந்த சிவப்புநாடா பழக்கவழக்கங்கள் பிரசித்தி பெற்றவை. அவற்றில் ஒன்றைக் கூறுவேன். அச்சமயம் முதல் உலக மகாயுத்தம் முடிந்து அப்பேரரசுக்கே முடிவு ஏற்பட்டது. சக்கரவர்த்தி நாடு கடத்தப்பட்டார். யாருக்கு வருத்தம் இருந்ததோ இல்லையோ அரசு அதிகாரிகளுக்கு நிரம்ப வருத்தமே. ஏனெனில் கோப்புகளை எல்லாம் கையாளும் வாய்ப்பு போய் விட்டதல்லவா? பலருக்கு கிட்டத்ததட்ட பைத்தியமே பிடித்து விட்டது. ஆனால் ஒரு அதிகாரி மட்டும் ஜாலியாக இருந்தார். அவர் நண்பர் அவரிடம் அது பற்றி கேட்டார். அதற்கு இவர் தான் பழைய அலுவலகத்திலிருந்து பழைய கோப்புகள் கட்டுக்கள் சில தள்ளிக் கொண்டு வந்து விட்டதாகவும் தினமும் வீட்டில் அமர்ந்து அக்கோப்புகளுக்கான குறிப்புகள் எழுதுவதாகவும் ஆகவே பொழுது போய் விடுகிறது என்றும் கூறினார். நண்பருக்கு ஒரே பொறாமை. தன்னையும் அவர் வீட்டிற்கு வர அனுமதி கோரினார். வந்து அவரது குறிப்புக்களை தானும் சரிபார்த்து மேல்குறிப்புகளை போட வேண்டும் என்பதே நோக்கம்.

எனக்குத் தெரிந்த வயதான முதியவர். வட்டாட்சியர் அலுவலகத்தில் பியூனாக வேலை பார்த்தவர். 93 வயது வரை வாழ்ந்தார். கடைசி காலத்தில் கண் பார்வை பறி போய், காது கேட்காமல், நடக்க முடியாமல் மிகவும் கஷ்டப்பட்டார்.

அப்போது சைக்கிள் ரிக்ஷாவில் வைத்து அவரை கருவூலத்திற்கு அழைத்துச் செல்வார்கள். கருவூல அதிகாரி அவர் அருகே வந்து ராமச்சந்திரன்.. ராமச்சந்திரன்.. ராமச்சந்திரன்.. என்று மூன்று முறை கத்துவார்.. ராமச்சந்திரன் எந்தச் சலனமும் இல்லாமல் வாயைப் பொளந்து கொண்டு ரிக்ஷாவில் படுத்துக் கிடப்பார்..வேறு வழியில்லாமல் அவருடைய கை ரேகையைப் பதிந்து கொண்டு ஓய்வூதியத்தைக் கொடுப்பார்கள்.

ஒரு சமயம் மருத்துவமனையில் சேர்த்துவிட்டார்கள். எனவே கோர்ட்டுக்கு போய் ஒரு ஆர்டர் வாங்கி வந்து அவருடைய பேரன் அந்த ஓய்வூதிய பணத்தைப் பெற்றுக் கொண்டிருந்தார். எதுவரையிலும் தெரியுமா? அந்தப் பெரியவர் இறந்து 9 மாதங்கள்வரை..

அதன் பின் பேரனும் ஒரு விபத்தில் மேலே போய்விட.. அரசுப் பணம் மிச்சமாகியது.

ஒருவேளை இதற்கெல்லாம் பின்புதான் இப்படியரு சான்றிதழ் கேட்கும் விதிமுறையைக் கொண்டு வந்தார்களோ..

Mr dondu i am totally against your logic behind this post. the pension is the one of the worst scheme from the government of india.why should indian governmnent spare some unlimited amount to the old aged peoples those who never taken part for any of the work?
pension is one of the useless and erotic plan from GOI encourages the laziness.

நெப்போலியன் அவர்களே இப்பதிவு பென்ஷன் வாங்குவதைப் பற்றி அல்ல. சிவப்பு நாடாவின் தொல்லை பற்றியே. பென்ஷன் எபடி இதில் வந்தது என்றால் ஒரு உதாரணமாகத்தான் வந்தது. மார்ச் மாதம் உயிருடன் இருந்ததான சான்றிதழ் போதாது. அதற்கு முந்திய மாதங்களுக்கும் அச்சான்றிதழ் வேண்டும் எனக் கூறுவது எவ்வளவு அபத்தம்? அதற்காகத்தான் பென்ஷன் உதாரணம்.

அப்பின்னூட்டம் இப்பதிவுடன் சம்பந்தமில்லாததாலும், மேலும் சற்று கடுமையான வார்த்தைகள் இருந்ததாலும் அச்சிடவில்லை, (அது எனக்கு ஆதரவாக இருந்தாலும்). மன்னிக்கவும்.

pension doesn't mean begging. it is minimum respect by Employer(government) to their employess for their 30+ years service and the govt. servants don't get any financial benefit other than pension like other public sector & private sector people take huge amount as their employer contribution during their retirement and it is lifeline for many people. i wonder how after their 30+ years contribution and at the age of 60 passing life has become laziness on your dictionary. please change your ideology. try to respect oldage.

your argument is totally baseless
about private sector .
forgot about IT sector
other than IT sector most of the private organisations offers only a limited package to their employees. there after service benefits is their nothing but their savings for during the period of service.

government official salary is much higher than normal average private employee. government service people has lot of opportunities to earn by mis using their job.

does GOI supports all the old aged peoples after 60? working in a place for 30years doesn't make any difference after all they are public servant they are paid for the job.expecting other benefits and claiming for old aged benefits is totally a meaningless argument.

எனது தந்தை ஆசிரியராக இருந்து சொற்ப சம்பளத்தில் 39 ஆண்டுகள் கள்ளர் சீரமைப்புப் பள்ளியில் தலைமை ஆசிரியராக எவரும் விரும்பிடாத எந்த வசதியும் இல்லாத கிராமங்களில் தங்கி பல்வேறு மலைப்பகுதி கிராமப் பள்ளிகளில் மட்டுமே 25 ஆண்டுகளுக்கும் மேலாக பணிபுரிந்தார்.

இன்று அந்தமாதிரி கிராமங்களில் பலர் கல்வி கற்க நல்ல ஆசிரியர்கள் ஆற்றும் பணி பணத்தை மட்டுமே கொண்டு அளவிடக்கூடியது அல்ல.

பணக்காரர்கள் மீது மிகக் கடுமையான வரி விதித்து அதை ஏழைகளுக்கு பயன்படும் வகையில் செலவு செய்ய முயன்ற சோசியலிஸக் காலங்களில் உச்சக்கட்டமாக 98 சதவீத வருமான வரி விதிக்கப்பட்டது (1971). மனிதனின் இயல்பான குணம் சுயநலம். தனக்கு ஒரு லாபம் அல்லது ஆதாயம் முழுமையாகக் கிடைத்தால் மட்டுமே ஒரு செயலை முழு மனதுடனும், ஊக்கத்துடனும் செய்வான். அச்செயலினால் கிடைக்கும் லாபத்தைப் பாதுகாக்க சட்டத்தை மீற முற்படுவான். அதனால் நேர்மை குறையும்.

அதுதான் இங்கு நடந்தது. வருமான மற்றும் உற்பத்தி வரிகளை ஏய்க்க முற்பட்டனர் முதலாளிகள். அதிகாரிகள் அதற்குத் துணை போயினர். பெர்மிட், லைசன்சு தருவதற்கு லஞ்சம் கேட்டனர் அரசியல்வாதிகள். கடமையை செய்யாமல் உரிமையை மட்டும் கருத்தாக கேட்டனர் அமைப்பு சார்ந்த மற்றும் அரசாங்க அமைப்புகளைச் சார்ந்த தொழிலாளர்கள். லைசன்ஸ் மற்றும் கட்டுப்பாடுகளால் கடுமையான பற்றாக்குறை உண்டானது. சிமிண்டு இன்று எளிதாக கிடைக்கிறது. 30 ஆண்டுகளுக்கு முன் சிமண்ட் உற்பத்தியில் கடுமையான கட்டுப்பாடுகள் இருந்ததால் கடும் பற்றாக்குறை. கருப்பு மார்க்கெட், லஞ்சம், பதுக்கல், கடத்தல், இன்று கேட்க தமாஸாக இருக்கிறதா? பழையக் கருப்பு வெள்ளைப் படங்களில் வில்லன்கள் சிமிண்ட், சர்க்கரை மற்றும் பருத்தி நூல் பேல்களை பதுக்கி வைப்பர். கடத்துவார்கள்!

கட்டுப்பாடுகள் தளர்த்தப்பட்டு, தனியார் உற்பத்தி வேண்டிய அளவு பெருக தாரளமாக அனுமதிக்கப்பட்டவுடன் இன்று அந்த மாதிரியான தமாஸ் காட்சிகள் இல்லை. உற்பத்தியைப் பெருக்கி, பொருளாதாரத்தை மேம்படுத்தி விடலாம். ஆனால் இழந்த குணங்களை மீண்டும் உயிர்ப்பிக்க பல காலமும் பல தலைமுறைகளும் பிடிக்கும் போல் தெரிகிறது.

சர்வ சாதாரணமாக நாம் அனைவரும் அரசாங்க விதிகளையும் சட்டங்களையும் மீறும் தன்மையைப் பெற்று விட்டோம். அளவுக்கு அதிகமான வருமான வரியை ஏமாற்ற ஆரம்பித்து இன்று அனைத்து வரிகளையும் ஏமாற்றுவதை ஒரு கலையாகக் கற்றுள்ளோம். சாலை விதிகள், மென்பொருள் மற்றும் சினிமா துறைகளின் காப்புரிமை விதிகளை மீறுகின்றோம். திருட்டு விசிடி, மென்பொருள்களையும் பயமின்றி கூச்சமின்று பயன்படுத்துகிறோம்.

வேலை செய்யாமலேயே ஊதியம், தகுதி இல்லாமலும் மான்யம், இலவசங்களுக்காக தன்மானத்தையும் நேர்மையையும் இழந்துள்ளோம். பிச்சைக்காரப் புத்தி மிகவும் அதிகரித்துள்ளது. ஓசியில் கிடைச்சா பினாயிலைக் கூட குடிக்கத் தயாராக உள்ளோம். ஒரு LPG சிலிண்டருக்கு அரசாங்கம் நமக்கு ரூபாய் 200 மான்யமாக, இனாமாக தருவதை சந்தோஷமாக ஏற்றுக் கொள்கிறோம். குறைக்க முற்பட்டால் எதிர்க்கிறோம்...

all employers should pay their monthly contribution to their employee's pf account.
govt. doesn't pay anything such a way the same they are paying as pension . it is not practical all pensioners live 100 years. it is baseless argument that private sector is paying less than govt. people. govt. employees paid much lesser than private sector people. corruption is different problem and no need include the same here with this issue. All govt. department cannot be corruptive. there are many departments , there is no chance of corruption. we are talking about such people only not corrupted culprits.
it is foolish argument whether govt. paying pension to all citizen. it is right for an employee for their lifetime service.

For your information govt. is paying pension for all oldage people belongs to bpl familes.

Cut The Red Tape

New businesses might at last find it easier to start operations in India. Shaken by a recent World Bank report that ranks India at 134 out of 175 countries in terms of ease of doing business, the government wants to reduce the time taken to secure clearances from 305 days to 166 days.

The report, Doing Business 2007, takes into account 10 criteria to make its assessment, such as the ease in starting a business, receiving credit, enforcing contracts and ease of exit. India fares poorly on the last two counts in particular. The report ranks China as 93 in terms of the ease of doing business, Brazil at 121 and Russia at 96. Those at the top of the heap are Singapore, New Zealand and US.

The report acknowledges that India made major progress during 2004-06 in terms of reducing the number of days to start a business.

However, that seems to hold true only for central clearances for foreign direct investment. FDI caps have been liberalised in most sectors and automatic approval is the norm. Domestic investors, however, point out that they are not as fortunate.

The government’s move to set up a committee of secretaries to look into key bottlenecks — time taken for registration of a company, procedures for value-added tax, permanent account number, setting up of a provident fund — could help address investor concerns across the board. However, the government should realise that easy entry and exit are like two sides of a coin. By cleaning up liquidation procedures and reforming labour laws, capital can move easily from one sector to the next and create more productive employment in the process.

States that are smart on procedure and have an industrial infrastructure in place, such as Gujarat, Tamil Nadu and Maharashtra, have attracted a lion’s share of FDI flows after reforms. Unless the other states change their procedures and attitudes, this trend will persist. They will continue to be trapped in a vicious cycle of low capital flows and infrastructure development, which will act as a disincentive to business. The report recommends selective and focused regulation, citing the example of Scandinavian countries. This frees up resources for more urgent social commitments.

On the whole, India has a long way to go before it becomes a truly attractive investment destination. On the positive side, it has improved corporate governance practices and created a credible financial sector. The negatives are poor infrastructure and an apathetic bureaucracy. It’s time the latter turned investor-friendly.
